Aside form the issue of the availability of IT jobs in the 2010 economy, there's also the issue of the pay being offered.

My experience is that current rates are about 75% of what was being offered two years ago. What are you seeing?

If you are not making at least 6 digits a year on a w2 as a consultant, you are allowing yourself to be underpaid. This can be from many things, and usually just means that the person who is farming themselves out does not know how to negotiate correctly, or simply lacks the skills to be considered worth it. The economy is not an issue; IT job pay has INCREASED in the last few months as IT is a leading trend indicator and the so called "Recession" America has been having is simply being overly used as an excuse to not pay people what they are worth, because too many people let them get away with it.

I probably fall under this category, but all I have is an A+ certification and only charge $25.00 an hour which is what I understood to be the going rate for IT Techs with an entry level certification.
